About Us

 

In 2007, Civil Solutions International (CSI) was founded in recognition of a need to change how international development,  humanitarian aid and corporate operations was executed and the impact it had on communities.  For decades, the world has encountered the same problems in these areas of focus and millions of funds have been mismanaged with little difference and no sight of long term stability. 

 

By taking the US Military's Civil Affairs approach and adding a softer solution combined with business and perception management and execution, Civil Solutions International came to light and has made a positive impact to clients and the people they serve around the world.

CSI operators have boots on the ground experience in response policing, public order (riot), investigations and counter-terrorist policing, academic and doctoral research and publication writing which cover all pieces of the stability puzzle in all corners of the globe, regardless of austere environments. 

Given this wide breadth of experience across a range of fields, along with extensive travel and work abroad, CSI is ideally placed to provide civil affairs and soft power solutions to ongoing global concerns and provide ‘Stabilization Beyond Security’.

Stabilization Beyond Security:

Definition:  More often than not, people focus on short term stabilization and focus on security, protecting the "Noun" - person, place or thing.  At CSI, CSI is forward thinking, as security is not long term.  The end goal is to have a stable region, one that does not require constant security, hence Stabilization Beyond Security.

About Civil Affairs (CA)

CSI was borne out of US Army Civil Affairs which is an unknown, unappreciated concept that most do not hear about.

Civil Affairs (CA):

Definition: (DOD - Dept. of Defense) The activities of a commander that establish, maintain, influence, or exploit relations between military forces and civil authorities, both governmental and nongovernmental, and the civilian populace in a friendly, neutral, or hostile area of operations in order to facilitate military operations and consolidate operational objectives. Civil affairs may include performance by military forces of activities and functions normally the responsibility of local government. These activities may occur prior to, during, or subsequent to other military actions.

Civil Military Operations (CMO):

Definition: (DOD - Dept. of Defense) Group of planned activities in support of military operations that enhance the relationship between the military forces and civilian authorities and population and which promote the development of favorable emotions, attitudes, or behavior in neutral, friendly, or hostile groups.

 

Summary, Civil Affairs (CA):

Civil Affairs operators advise military commanders by working with civil authorities and civilian populations in the commander’s area of operations to lessen the impact of military operations on them during peace, contingency operations and declared war.

With their expertise in civil matters, CA operators are the principle unit in assisting a commander in the conduct of civil-military operations.

CA operators act as a liaison between the civilian inhabitants of a war zone or disaster area and the military presence, both informing the local commander of the status of the civilian populace as well as effecting assistance to locals by either coordinating military operations with non-governmental organizations or directly distributing aid & supplies.
